..Allah’s peace, mercy and His blessings be upon you, just a brief comment to the questioner
Indeed, the wind moves gently by the command of Allah’s prophet Solayman wherever he directed, in a sense wherever Allah’s prophet Solayman directs it surely it would obey his command, yet he was not compassing knowledge of Sabaa the Yemeni Kingdom until the wind moves by his command wherever he directs it, so this is the brief answer.
As for the submission of the Queen of Sabaa that
Allah is the One Who deserves to be worshiped. To the fact she was not convinced of what she found her forefathers and her folks (worship). And she doesn't know whether she is upon the truth or falsehood, nor she has knowledge to follow except her mind says to her that the One Who created the kingdom of heavens, earth, sun and moon is the One who deserves to be worshiped, and she is not certain yet. So Allah knew about what is in her inner-self, verily Allah wanted her to be certain then guide her. So Allah revealed to the hoopoe bird minister of Solayman prophet of Allah over the birds to go to Sabaa to scout the great Kingdom of Sabaa, and look at the Queen and her people to see what they worship. So the hoopoe traveled several days until he arrived to the Kingdom of Sabaa, then he did an exploratory round then he found that she got of everything from weaponry of the military force, well-bred horses, pile of of plenty and many gold bars, fancy castles, and well trained army in combat arts. So the hoopoe looked at them during training competitions how they set off to jump with the horses over the barricades, and the training of the batches of trained soldiers in combat arts, and he found them possessing strength in addition to their strength, they are as they described themselves that they are possessors of honor and have extreme prowess, then he observed what her people worship and found them worshiping the sun instead of Allah, then he entered the royal palace to observe what the Queen worships in her round sanctuary with round and narrow windows, then he found her worshiping the sun besides Allah. Here the hoopoe got extremely angry and despised the minds of her people, also her mind. Verily, it was producing sounds to the Queen which she did not understand. Whenever she wants to look at the sun from her sanctuary to bend her neck in prostration, forward only; by prostrating to the sun with the intention of worshiping the sun, but the hoopoe who’s angry at what she worships besides Allah used to stand on the round window that is equal to its stature and a little narrower, so he would stand in front of her face to prevent her from prostrating to the sun, then he would produce sounds in a row. Whenever she moved to a window, even if it is a little bit tilted away from the sun, so she would prostrate to the sun, then he immediately moves to the same window and produced noises, so she wanted to scare him with her hand, but he did not fear, did not care, and did not budge, then she proceeded to another window, so he made the same movements and produced sounds, then she knew that this bird was angry and he saw her and her people in a manifest error, and she wanted to make sure of the behavior of the hoopoe, so she came out of her sanctuary, then the hoopoe flew over the sanctuary and landed looking at her silently, then she looked at him silently, then she returned to prostrate to the sun to see would he returns to the window to prevent her? As soon as she entered the sanctuary, he came back to stand between her and the sun, and he made a sound after a sound that she did not understand, but she understood then recognized that this bird is infuriated and angry of what she is worshiping unjustly, but she did not understand a thing of his language, only through his movements. Then she came out of the sanctuary before she prostrate to the sun, so she headed towards her castle then he came out and he was soaring stretching his wings praying to Allah his Lord that she did not prostrate to the sun, perhaps she would understand his intention, then he got near her to express to her his satisfaction and happiness, so he flew close in front of her face then moves his neck to offer greeting, so the movements of this bird astonished her! And she wished that she understood his language to learn what he wanted, then he set out heading towards Al-Sham countries of Allah’s prophet Solayman (Solomon) to teach him the comprehensive and full report about the Great Kingdom of Sabaa, so he attended Solayman's advisory council, then Allah’s prophet Solayman and said to him: “Where were you absent without my permission? so hoopoe-bird responded: [Al-Naml] 27:22
{فَقَالَ أَحَطتُ بِمَا لَمْ تُحِطْ بِهِ وَجِئْتُكَ مِن سَبَإٍ بِنَبَإٍ يَقِينٍ ﴿٢٢﴾} [سورة النمل].
Allah’s prophet Solayman said to him: “Bring what you have” Then the hoopoe said: [Al-Naml] 27:23-26
{إِنِّي وَجَدتُّ امْرَأَةً تَمْلِكُهُمْ وَأُوتِيَتْ مِن كُلِّ شَيْءٍ وَلَهَا عَرْشٌ عَظِيمٌ ﴿٢٣﴾ وَجَدتُّهَا وَقَوْمَهَا يَسْجُدُونَ لِلشَّمْسِ مِن دُونِ اللَّهِ وَزَيَّنَ لَهُمُ الشَّيْطَانُ أَعْمَالَهُمْ فَصَدَّهُمْ عَنِ السَّبِيلِ فَهُمْ لَا يَهْتَدُونَ ﴿٢٤﴾ أَلَّا يَسْجُدُوا لِلَّهِ الَّذِي يُخْرِجُ الْخَبْءَ فِي السَّمَاوَاتِ وَالْأَرْضِ وَيَعْلَمُ مَا تُخْفُونَ وَمَا تُعْلِنُونَ ﴿٢٥﴾ اللَّهُ لَا إِلَٰهَ إِلَّا هُوَ رَبُّ الْعَرْشِ الْعَظِيمِ ۩ ﴿٢٦﴾} [سورة النمل].
So Allah’s prophet Solayman said: [Al-Naml] 27:27-28
{ قَالَ سَنَنظُرُ أَصَدَقْتَ أَمْ كُنتَ مِنَ الْكَاذِبِينَ ﴿٢٧﴾ اذْهَب بِّكِتَابِي هَٰذَا فَأَلْقِهْ إِلَيْهِمْ ثُمَّ تَوَلَّ عَنْهُمْ فَانظُرْ مَاذَا يَرْجِعُونَ ﴿٢٨﴾} صدق الله العظيم [سورة النمل].
Then
Then again he repeated the journey with a book of Allah’s prophet Solayman (Solomon), so he watched the Queen when she goes to her temple to worship the sun, then he proceeded with her doing the same movements in the first trip, standing in front of her face to prevent her from worshiping the sun; The same thing he did with her on his first trip, so he would stand in front of her face to prevent her from doing her worship to the sun, whenever she wanted to prostrate to the sun, he prevented her from the sun at the little higher window than her stature. For that, she did not see that he brought a book with him this time, in fact he insisted on preventing her from worshiping the sun, so here he forced her to continue thinking by using the mind, as Allah’s prophet Abraham forced his people to use the mind after he destroyed their idols. In order for us not to deviate from the topic, she sat on a chair in the temple to reflect on the movements of the bird, and she said to herself: “By Allah, surely this bird sees me and my people are on manifest error by worshiping the sun.” So she wished that she understood his language to know what he wanted her to worship, for the fact she is hurt within herself and she sees that it is supposed that Allah Lord of the worlds is the most entitled to the worship of servants. And when the hoopoe saw her went on thinking as what the people of Ebraheem prophet of Allah did, then he took advantage of the opportunity and cast to her the message of Allah’s prophet Solayman, and quickly she attempted to read it then she found the first words written:
In the name of Allah, the All Merciful, the Most Merciful, it is from Allah’s prophet Solayman, do not exalt yourselves against me and come to me Muslims submitting to Allah Lord of the worlds. And worship Allah, He Alone, no partner for Him. Verily, do wrong yourselves by worshiping the sun besides Allah”. Then immediately her eyes overflowed for what she knew of truth which her mind acknowledged before the book of Allah’s prophet Solayman came to her, but Allah wanted to reassure her heart with what her rational mind indicated to her, so she said: “I bear witness that there is no god except Allah, He Alone, no partner for Him, and I surrendered with Solayman to Allah Lord of the worlds” Before she sees Allah’s prophet Solayman, then she became one of those who are certain and knew Allah her Lord, also Allah enlightened her sight, a fulfillment to Allah’s promise in His decisive Book: [Al-`Ankaboot] 29:69
{وَالَّذِينَ جَاهَدُوا فِينَا لَنَهْدِيَنَّهُمْ سُبُلَنَا ۚ وَإِنَّ اللَّهَ لَمَعَ الْمُحْسِنِينَ ﴿٦٩﴾} صدق الله العظيم [سورة العنكبوت].
But a major problem remained with her which is: How can she guide her people and ward off their evil? So she concealed her submission to (Allah) Lord of the worlds, then she called the great most honorable chiefs among her people; (the Consultative Council) to the fact she uses the prophets’ method; (and consulted them in the matter) out of the wisdom of her mind: [Al-Naml] 27:29-35
{قَالَتْ يَا أَيُّهَا الْمَلَأُ إِنِّي أُلْقِيَ إِلَيَّ كِتَابٌ كَرِيمٌ ﴿٢٩﴾ إِنَّهُ مِن سُلَيْمَانَ وَإِنَّهُ بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ ﴿٣٠﴾ أَلَّا تَعْلُوا عَلَيَّ وَأْتُونِي مُسْلِمِينَ ﴿٣١﴾ قَالَتْ يَا أَيُّهَا الْمَلَأُ أَفْتُونِي فِي أَمْرِي مَا كُنتُ قَاطِعَةً أَمْرًا حَتَّىٰ تَشْهَدُونِ ﴿٣٢﴾ قَالُوا نَحْنُ أُولُو قُوَّةٍ وَأُولُو بَأْسٍ شَدِيدٍ وَالْأَمْرُ إِلَيْكِ فَانظُرِي مَاذَا تَأْمُرِينَ ﴿٣٣﴾ قَالَتْ إِنَّ الْمُلُوكَ إِذَا دَخَلُوا قَرْيَةً أَفْسَدُوهَا وَجَعَلُوا أَعِزَّةَ أَهْلِهَا أَذِلَّةً ۖ وَكَذَٰلِكَ يَفْعَلُونَ ﴿٣٤﴾ وَإِنِّي مُرْسِلَةٌ إِلَيْهِم بِهَدِيَّةٍ فَنَاظِرَةٌ بِمَ يَرْجِعُ الْمُرْسَلُونَ ﴿٣٥﴾} [سورة النمل].
They said, what is the gift? So she told them that she decided to test Allah’s prophet with tons of gold bars, and she said: “If he is from the kings of the earth then he will accept it and take it, consequently we would take him as a friend and an ally of us, so we would increase in power to our power and we restrain his evil against us, and we restrain our evil against him, instead fighting and blood shed. As for if he is a prophet selected from (Allah) Lord of the worlds then we can never buy the principle of his call with a mountain of gold”. So the chiefs of her people in the consultative Council said: "And it is." She said: “In fact, from now we agree that if our gift is returned to us, then we surrender with Solayman to Allah Lord of the worlds. Don’t you see it as a tempting gift?!”. They said: “He will definitely accept it, so we would restrain his evil and restrain our evil away from him, and we would take him as our ally; we agree with you.” The Queen insisted that if he did not accept it, we would surrender to (Allah) Lord of the Worlds, so they said: “In fact, he will accept it.” She said: "Rather now we agree." They said: “Indeed it is, and we are waiting with you on what the messengers return.” So the messengers set off to Solayman prophet of Allah with the historical gift in a convoy of camels loaded with gold bars. When the leader of the caravan came with the golden gift then arrived to Allah’s prophet; and Allah the Most High said: [Al-Naml] 27:36-37
{فَلَمَّا جَاءَ سُلَيْمَانَ قَالَ أَتُمِدُّونَنِ بِمَالٍ فَمَا آتَانِيَ اللَّهُ خَيْرٌ مِّمَّا آتَاكُم بَلْ أَنتُم بِهَدِيَّتِكُمْ تَفْرَحُونَ ﴿٣٦﴾ ارْجِعْ إِلَيْهِمْ فَلَنَأْتِيَنَّهُم بِجُنُودٍ لَّا قِبَلَ لَهُم بِهَا وَلَنُخْرِجَنَّهُم مِّنْهَا أَذِلَّةً وَهُمْ صَاغِرُونَ ﴿٣٧﴾} صدق الله العظيم [سورة النمل].
The fact that lifting the injustice of man against his fellow man is a forced matter, and as for religion, there is no compulsion in religion. Then they returned with their gift to their Queen, and then what she agreed with her people was implemented in the event that their gift was returned to them:
That they submit with Solayman to Allah, Lord of the worlds. So their Queen established the argument against them with this condition, verily they surrendered with the Queen with Solayman to Allah, Lord of the worlds. The hoopoe bird was very happy when he heard them submitted to Allah, Lord of the worlds. So he set off with the good tidings of Allah’s prophet Solayman, for several days while he was flying, and he could hardly take a rest break except for a few so that he could eat a few fruits for him. Then he reached Solayman prophet of Allah, and he told him that they with their Queen had submitted to Allah Lord of the worlds, then Allah’s prophet Solayman held his Consultative Council of jinn and mankind: [Al-Naml] 27:38-41
{قَالَ يَا أَيُّهَا الْمَلَأُ أَيُّكُمْ يَأْتِينِي بِعَرْشِهَا قَبْلَ أَن يَأْتُونِي مُسْلِمِينَ ﴿٣٨﴾ قَالَ عِفْرِيتٌ مِّنَ الْجِنِّ أَنَا آتِيكَ بِهِ قَبْلَ أَن تَقُومَ مِن مَّقَامِكَ ۖ وَإِنِّي عَلَيْهِ لَقَوِيٌّ أَمِينٌ ﴿٣٩﴾ قَالَ الَّذِي عِندَهُ عِلْمٌ مِّنَ الْكِتَابِ أَنَا آتِيكَ بِهِ قَبْلَ أَن يَرْتَدَّ إِلَيْكَ طَرْفُكَ ۚ فَلَمَّا رَآهُ مُسْتَقِرًّا عِندَهُ قَالَ هَٰذَا مِن فَضْلِ رَبِّي لِيَبْلُوَنِي أَأَشْكُرُ أَمْ أَكْفُرُ ۖ وَمَن شَكَرَ فَإِنَّمَا يَشْكُرُ لِنَفْسِهِ ۖ وَمَن كَفَرَ فَإِنَّ رَبِّي غَنِيٌّ كَرِيمٌ ﴿٤٠﴾ قَالَ نَكِّرُوا لَهَا عَرْشَهَا نَنظُرْ أَتَهْتَدِي أَمْ تَكُونُ مِنَ الَّذِينَ لَا يَهْتَدُونَ ﴿٤١﴾} [سورة النمل].
And he wanted to test her faith: Will she believe in the miracle of bringing her throne? Where she left it fortified in the palace of the Consulting Council, with the doors closed on it. Or will she be seduced so she would accuse Solayman that he is a sorcerer who makes her imagine her throne, so she would be of those who are not guided who do not differentiate between magic and miracle? And so that she dares to come close to her throne to touch it with her hands and for that Solayman eased the sedition against her, so he said: “Alter her throne for her so that we can see, will she be guided, then she believes that it was brought by a miracle from Lord of the worlds, so she would be of those who are certain.” And Allah the Most High said: [Al-Naml] 27:42
{فَلَمَّا جَاءَتْ قِيلَ أَهَٰكَذَا عَرْشُكِ ۖ قَالَتْ كَأَنَّهُ هُوَ ۚ وَأُوتِينَا الْعِلْمَ مِن قَبْلِهَا وَكُنَّا مُسْلِمِينَ ﴿٤٢﴾} [سورة: النمل].
And the question that arises: What is the reason for this great answer and the acknowledgment from Solayman of her knowledge, for she only said: “It is as if it were the same”? And the answer, as previously explained in an old statement, is that she winked at Solayman prophet of Allah to understand that it was it, for she saw the throne when she approached it. Then she saw that the lobes of diamonds with which her name was engraved on the throne were removed, and she saw locations of the lobes carved on the throne (only the lobes of her name were removed), verily she knew that it was her throne that was brought by a miracle from Allah as more proof of what he calls for, so she turned around on the throne and touched the locations of the lobes to make sure that they were the places of her name, then she turned her back towards the delegation of her people, and her face towards Solayman, so she blinked her eyes and said: "It’s as if it is (the same)." Only, she winked at Solayman prophet of Allah so that he would understand that it was him and he would understand that she did not want to admit that it was one for fear that her people would be seduced and they would think that Solayman was a magician who makes them imagine that it is her throne, so Allah’s prophet knew what she meant by winking her eye with her saying: “It’s as if it is (the same).” So he knew what she meant, then witnessed within himself, for her that she has the knowledge of knowing Allah the True, and for that Allah’s prophet Solayman said in himself acknowledging her knowledge. And Allah the Most High said: [Al-Naml] 27:42
{فَلَمَّا جَاءَتْ قِيلَ أَهَٰكَذَا عَرْشُكِ ۖ قَالَتْ كَأَنَّهُ هُوَ ۚ وَأُوتِينَا الْعِلْمَ مِن قَبْلِهَا وَكُنَّا مُسْلِمِينَ ﴿٤٢﴾} صدق الله العظيم [سورة النمل].
And Allah the Most High said: [Al-Ra`ad] 13:19
{أَفَمَن يَعْلَمُ أَنَّمَا أُنزِلَ إِلَيْكَ مِن رَّبِّكَ الْحَقُّ كَمَنْ هُوَ أَعْمَىٰ ۚ إِنَّمَا يَتَذَكَّرُ أُولُو الْأَلْبَابِ ﴿١٩﴾} صدق الله العظيم [سورة الرعد]
Surely we wanted just a comment but it became an explanatory statement; more of the detailed explanation, and to Allah all matters are returned.

And know that I do not narrate to you stories of the Quran out of myself. In fact I derive my knowledge from the grand Quran with proof; abundantly proof of the khilafah over the kingdom of the worlds with the true explanatory-statement of the grand Quran.
I say:
Oh our Allah, they arrogantly haughty against me and they refused Your choice of Your khalifa, Glory be to You, surely do not include anyone in Your judgment. Oh our Allah, subdue the necks of those who turn away with the signs of the severe Covid soldiers from You. Oh our Allah, raise the level of Your universal and corona war. Oh our Allah, verily guide from Your servants who if they knew the truth they would follow it. Isn’t it that Allah best knows the grateful?
